1. Expressed views on the Policy Address 2021
CE delivered the Policy Address 2021 on 6 Oct. The Policy Address has adopted more than 80 recommendations from the Business and Professionals Alliance for Hong Kong. In addition to a series of recommendations such as developing the New Territories into the northern metropolitan area, it also includes rebuilding public housing, reorganizing government structures, and developing cultural exchange centers, etc. This is a macro and forward-looking report, which has shed light on the future development of Hong Kong.
 
2. Funding projects approved in the PWSC and FC
On 10 September, funding allocation of $44 billion was approved at the FC for the design, construction and restoration of the proposed West New Territories Landfill Extension. Another allocation of $1.17 billion was approved for expansion of the Legislative Council Complex to meet the accommodation demands of 20 additional LegCo members. On 24 September, funding project of $1.4 billion was approved at the FC to construct a research laboratory building at the campus of the Chinese University of Hong Kong. 
 
In the current LegCo year which started in Oct 2020, PWSC has approved $234 billion of public works projects. Most of them have been approved by FC. 
 
3. Raised a question regarding market modernisation programme
I raised a question regarding the 10-year Market Modernisation Programme at the council meeting on 8 September and asked the Government  whether it will conduct a comprehensive review on the extent of difficulty in and urgency for carrying out modernisation works for the various markets as well as on the development potentials of such markets, and set the priorities and timetable for carrying out related works for the various markets, with a view to speeding up the progress and ensuring that such works can be completed within 10 years. 4. Raised a question regarding vaccine-related issues
I raised a question regarding vaccine-related issues at the council meeting on 15 September. I asked the Government whether it has updated the target vaccination rate according to the global trend of the epidemic, and studied the implementation of further measures to encourage and facilitate members of the public to receive vaccination; and when the two scientific committees under the Centre for Health Protection of the Department of Health will make a decision on whether members of the public who have completed a vaccination course need to receive a third dose of the vaccines. 5. Raised a question regarding Modular Integrated Construction method
I raised a question regarding Modular Integrated Construction method at the council meeting on 29 September. I asked the Government whether it has analysed the causes for the low success rate of applications for subsidies relating to MiC received under the Construction Innovation and Technology Fund and made improvement; and whether it will consider raising the amount of non-recurrent commitment of the Fund and at the same time relaxing the eligibility criteria and streamlining the vetting and approval procedure. 6. LegCo Panel on Economic Development visits Three-Runway System project site 
Panel on Economic Development conducted a visit to the Three-Runway System project site on 28 September to better understand the latest development of the project. Members received a briefing on the development strategy of AAHK, under which HKIA would be transformed from a city airport into an Airport City through various development projects, thereby creating synergistic benefits to the economy of Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area. Members then took a boat trip to the Three-Runway System reclamation works area to visit the Third Runway where the pavement construction works have been newly completed.  Members also saw for themselves the construction progress of related infrastructure.
