1. Elected the Deputy Chairman of the Subcommittee to Study the Proposals for Improving District Governance and Related Matters
The Government announced the proposals on improving governance at the district level at a press conference on 2 May 2023. On 5 May, the LegCo House Committee agreed to form a special committee to discuss the proposals in detail, with a view to facilitating the subsequent scrutiny by the relevant Bills Committee. I joined the Subcommittee and was elected the Deputy Chairman. 
 
2. Subcommittee on Matters Relating to the Development of the Northern Metropolis
I joined the Subcommittee on Matters Relating to the Development of the Northern Metropolis in May. The Subcommittee aims to review the implementation of the Northern Metropolis Development Strategy, monitor the progress of related works or programmes, and make recommendations on the future development of the Northern Metropolis.
 
3. Subcommittee on Matters Relating to the Promotion of New Industrialization
I joined the Subcommittee on Matters Relating to the Promotion of New Industrialization in May. The Subcommittee aims to review the implementation of the Government’s efforts in promoting new industrialization in Hong Kong, supporting the interactive development of the upstream, midstream and downstream sectors of the innovation and technology (“I&T”) industry, deepening I&T co-operation with the Mainland, increasing I&T land supply and upgrading supporting infrastructures in Hong Kong, and supporting traditional industries’ upgrading and transformation through their use of new technologies.
 
4. Funding projects approved at the FC and PWSC meetings
On 24 May, two funding projects of HK$2,155.7 million and
HK$2,774.3 million were approved respectively at the PWSC meeting for the Joint Cavern Development at Anderson Road Quarry Development site for the Public Works Central Laboratory and Government Records Service’s Archives Centre. The projects together with the others would be forwarded to the FC for final funding approval.
 
On 5 May, two funding projects of HK$730.0 million and HK$250.1 million were approved respectively at the FC meeting to conduct investigation and detailed design for Tsing Yi-Lantau Link; and to conduct first stage design and site investigation for the Improvement of Lion Rock Tunnel project. 
 
5. "Hong Kong Alliance for Improving Regional Governance" was established to support Government’s reform plan
The SAR government recently announced a proposal to improve regional governance. The main recommendations include reshaping district councils and strengthening the regional governance structure. The "Hong Kong Alliance for Improving Regional Governance" was formed by a number of groups on 5 May to fully support the SAR government's reform plan. Street stations in various districts will be set up to launch support signature activities and symposiums will be organized to actively explain the details of the plan to the general public. I joined the inauguration ceremony at Causeway Bay to show my support for the improvement of regional governance and the reform plan of the government.
 
6. Visited Blissful Place of the Hong Kong Housing Society
As the Chairman of LegCo Panel on Housing, I led a visit to the Blissful Place of the Hong Kong Housing Society in Hung Hom on 2 June to learn about the latest work plans of the Senior Citizen Residences Scheme, and the residential, recreation, medical and care services provided for the elderly by the Blissful Place. We first received a briefing on the Scheme and its third project Blissful Place, which provides residential care home and rehabilitation service to the elderly. 
 
7. Joined the introductory programme on CPR and AED
On 15 May, I joined the introductory programme on CPR and AED at the LegCo to grasp the basics of this first-aid training. This programme provides comprehensive coverage of the administration of CPR and AED. It helps people be more confident when confronted with emergency situations which require delivering defibrillation shocks to the patient.
